Sairose Fisher
Assistant Deputy Minister, Liquor Wholesale Operations
Sairose Fisher is the Assistant Deputy Minister for Liquor Wholesale Operations at the BC Liquor
Distribution Branch (LDB), where she leads British Columbia’s complex, high-volume beverage alcohol
supply chain. Since 2020, Sairose has overseen more than 900 employees across two distribution centres
in Delta and Kamloops, two customer service centres, and a centralized supply chain, procurement, and
importation group that serves more than 8,000 customers and works with more than 1,000 agents,
manufacturers, and associations.
With a leadership style grounded in operational excellence, partnership, and modernization, Sairose has
been instrumental in protecting British Columbia’s liquor supply chain during some of the province’s
most challenging periods, including the COVID-19 pandemic, wildfire seasons, and extreme weather
events that disrupted critical transportation infrastructure across the province. Her steady, systems-level
approach reflects the qualities industry leaders value most: clarity, resilience, and a deep understanding
of how public policy and commercial operations intersect.
Sairose first joined the LDB in 2015 as Director of Wholesale Supply Chain, shortly after the organization
separated its wholesale and retail lines of business. In that role, she led the modernization and
transformation of wholesale supply chain planning, procurement, and customer ordering processes,
helping shape the foundation of today’s more agile and industry-responsive wholesale environment.
Before entering the public sector, Sairose built an extensive career in supply chain management, serving
as Vice President of Merchandising for Roots and Roots ’73 and Vice President of Planning and Supply
Chain for Sterling Shoes, along with holding senior roles in both Canada and the United Kingdom. She
holds a Bachelor of Science from the University of Cardiff and completed her postgraduate studies at
Kingston University in London.
